IRISH AMERICAN INVOLVEMENT IN EXTRADITION TREATY GAINS CONCESSIONS FROM BRITISH

Irish America involvement in the US UK Extradition Treaty
(Treaty) gained concessions from Tony Blair’s British
government. However, Irish America still cautiously
welcomes those understandings, declarations and provisos
given to the US Senate by the United Kingdom. The Senate
unanimously passed that controversial Treaty in the wee
hours of the morning, Saturday, September 30, just before
going on recess for the November elections.
Dr. Robert Linnon, President of the Irish American Unity
Conference (IAUC), said: "We had hoped that the Treaty
would have been amended to guarantee all Americans their US
Constitutional rights. However, we accept that the UK gave
certain understandings, declarations and provisos to the US
Foreign Relations Committee that they would NOT use this
Treaty as a method of extraditing people who are working
for peace in Ireland.
"Our organization and the others who opposed the un-amended
Treaty will carefully monitor future extradition requests
from the UK to make sure that they are living up the letter
and the spirit of their commitments. We are fully prepared
to insist upon all the constitutional rights of Irish
Americans under this Treaty and the commitments offered by
the UK.
"The IAUC and other organizations can be proud of the
'paper trail' left by this campaign, which will surely be
followed by Americans in the years to come, as the
constitutionality of the Treaty is challenged in the
courts. We firmly believe that these commitments together
with the Senate Foreign Relations Report can be used in a
legal defense of our constitutional rights.
The approval of the Treaty was delayed for three and a half
years in the process of getting these guarantees from the
British government. In the UK, the Treaty was rushed
through Parliament in 2003, and passed without debate. In
the United States, however, because of the efforts of the
Irish American and other groups, this Treaty and the prior
1986 treaty became two of the most scrutinized treaties in
US history.
